Academy of Public Administration under the President of the Republic of Kazakhstan: Seminar on COP-29 Outcomes Held

Astana, Kazakhstan – December 6

The Academy of Public Administration under the President of the Republic of Kazakhstan hosted a seminar titled "Outcomes of COP-29 and Recommendations for Kazakhstan." The event was organized by the Academy’s Center for Educational Policy in collaboration with the "Green Academy" Scientific and Educational Center and supported by the SIPA/IDDRI project of the University of Central Asia.

The seminar aimed to inform civil servants, master’s and doctoral students, and faculty members of the Academy about the outcomes of the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP-29), held in Baku from December 12–22, and to develop proposals for implementing Kazakhstan’s carbon neutrality strategy.

Speakers at the event included the Minister of Ecology and Natural Resources of Kazakhstan, Yerlan Nysanbayev, Chairman of the Board of the "International Green Technologies and Investment Projects Center" JSC, Didar Karimssakov, British Ambassador to Kazakhstan, Kathy Leach, and Rector of the Academy, Yerlan Abil. The seminar was moderated by Dr. Bakyt Yesekina, a member of the Green Economy Council under the President of Kazakhstan and Director of the "Green Academy" Scientific and Educational Center.

During the seminar, Dr. Georgy Safonov, Senior Expert of the SIPA/IDDRI Project (France), presented the outcomes of COP-29 and provided insights into achieving carbon neutrality in Kazakhstan. Senior Expert of "Climate Strategies," Oleg Pluzhnikov, joined online to discuss mechanisms for climate financing under Article 6. Dr. Christopher Gerry, Rector of the University of Central Asia, delivered a presentation on the role of universities in supporting decarbonization in Central Asia. Blair Blackwell, Strategic Advisor at Chevron, shared the company’s experience in methane inventory and monitoring. Zufar Tokpayev, Director of the Department of "Zhasyl Damu" JSC under the Ministry of Ecology and Natural Resources of Kazakhstan, spoke about new approaches to greenhouse gas inventory in Kazakhstan. Berik Erbosynov, a representative of the Ministry of Trade and Integration of Kazakhstan, presented Kazakhstan’s carbon neutrality standards developed in collaboration with ISO and IAF.

In conclusion, renowned coach and Director of Development at Chapter Zero Kazakhstan, Natalia Bachinskaya, conducted an interactive workshop titled "COP-29 for Kazakhstan." Participants reviewed the knowledge they had gained and made proposals for an action plan to implement Kazakhstan’s carbon neutrality strategy. Certificates of professional development were awarded to all participants at the end of the event.
