Regions of Kazakhstan: challenges and solution. A program to support young experts

The program is implemented by the Kazakh State University "Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan" (hereinafter – KISI) and is aimed at supporting domestic young experts in conducting research in the field of social sciences with the development of their competitiveness in the expert and research field.

The purpose of the Program is to support talented young experts to replenish the expert community with new staff and innovative ideas.

Applications are accepted from May 1 to June 1, 2024.

Requirements for participants. The selection of Participants in the Program is carried out on a competitive basis. To participate in the Program, the Candidate must meet the following requirements:

— be a citizen of the Republic of Kazakhstan, not older than 40 years at the time of applying for participation in the Program;

— live in one of the regions of the country (except for the cities of Astana and Almaty);

— have at least a master's degree in the humanities or social sciences and at least 3 years of work experience;

— have publications in scientific publications and analytical materials in the media.

To participate in the Program, the candidate sends a scanned copy of the application to the email address of the grant.kisi2024@gmail.com according to the established form in accordance with the approved Regulations.

The Program participants undergo a series of educational methodological trainings and seminars, master classes by leading Kazakhstani and foreign analysts on the thematic areas of research of the Program Participants for 4 weeks. After completing the training module, the Program Participants develop individual analytical reports on the topic stated in the motivational essay for 8 weeks.

The application includes the following documents:

  • the completed application form in accordance with Appendix No. 2 to this Regulation (signed scanned copy in pdf and electronic version in Word);

  • motivational essay according to Appendix No. 3 to this Regulation (signed scanned copy in pdf and electronic version in Word);

  • justification of the research topic (proposal) according to Appendix No. 4 to this Regulation (signed scanned copy in pdf and electronic version in Word);

  • a scanned copy of the Candidate's identity document;

  • a scanned copy of a master's degree diploma, a Doctor of Philosophy (PhD) diploma/a doctor by profile / Candidate of Sciences / Doctor of Sciences (if available)

  • a scanned copy of the workbook or other documents confirming employment;

  • a list of scientific publications and analytical materials in the media with the obligatory attachment of scanned copies of articles or active links to publications.

KISI has the right to refuse to consider the Application without specifying the reasons in the case of:

  • submission of the Application later than the deadline specified in the announcement;

  • provision by the Candidate of an incomplete set of documents, the presence of blank paragraphs in the Application and/or inconsistency of the Application/Candidate to the requirements of this Regulation;

  • detection of false data contained in documents;

  • detection of information entailing reputational risks for CIS;

  • poor image quality of scanned copies of documents;

  • non-compliance with the requirements for the total number of words in the motivational essay and the justification of the research topic.

Participation in the Competition is free of charge. The Candidate has the right to submit no more than one Application. The Candidate does not have the right to make changes to the Application in order to eliminate inconsistencies of the Application with the requirements of this Regulation after submitting the application to the CIS. Consideration of the Application may be terminated by the CIS upon the written application of the Candidate. Selection of Finalists

— The Coordinator sends individual analytical reports of the Program Participants for consideration by the Competition Commission. The competition commission evaluates the submitted analytical reports within 5 working days and determines the Finalists by simple voting.

— Based on the decision of the Competition Commission, an agreement on the provision of services for the development of an individual analytical report is concluded with the Finalist within 3 working days. The amount of the fee is 500,000 (five hundred thousand) tenge, including tax payments.

— The finalists of the Program will be recommended by the decision of the Competition Commission for inclusion in the KISI personnel reserve for a period of 1 year
