PROJECT DESCRIPTION

The Global Biodiversity Framework Early Action Support (GBF EAS) is a global project funded by the Global Environment Facility (GEF) and implemented by UNEP and UNDP. The objective of the project is to accelerate readiness and early action for the implementation of the Kunming-Montreal Global Biodiversity Framework (GBF) by providing financial and technical assistance to Parties to the Convention on Biological Diversity (CBD) eligible to participate in the GEF, in their efforts to align their National Biodiversity Strategies and Action Plans (NBSAPs), including policies, monitoring and funding, with the GBF and related objectives of other environmental agreements, such as Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPs) and the land degradation neutrality targets of the United Nations Convention to Combat Desertification (UNCCD). UNDP supports the implementation of national grants in 70 countries. Specialized technical coordination and support is provided through the UNDP-led Global Coordination and Technical Support Project. 

Components 1 and 4 of the global project will be implemented in Kazakhstan:

Component 1: Brief overview of the NBSAPs with the Global Biodiversity Framework;

Component 4: Activities on biodiversity financing.

“Planning, monitoring, reporting and review mechanisms” set out in CBD/COP/DEC/15/6 calls for “Parties to revise and update their national strategies and action plans for the conservation of biological diversity under Article 6 of the Convention in accordance with the guidelines contained in Appendix I to this decision and aligned with the Kunming-Montreal Global Biodiversity Framework, its goals and targets, including targets related to means of implementation, and to submit them through the Clearing House Mechanism by the 16th Conference of the Parties”. 1 In order to effectively implement Component 1.1 on rapid screening of NBSAPs in Kazakhstan, a thorough analysis of existing national biodiversity targets, including those set out in the NBSAPs, as well as other relevant national policies related to biodiversity, should be undertaken. The current lack of a long-term strategy document in Kazakhstan outlining national biodiversity goals and objectives has significant implications for the sustainable development of protected areas and economic sectors such as forestry, wildlife, etc.

In this context, there is a need to prepare cartographic materials on the state of biodiversity focal areas to be used in the analysis and determination of Kazakhstan’s current national goals in the field of biodiversity conservation, the development of relevant national policy measures with goals and indicators. Cartographic materials are also required for the comparative analysis of these goals with those of the Kunming-Montreal Global Biodiversity Framework, in order to assess their coherence and identify potential gaps in legislation.
