Background Information

The Regional Environmental Centre for Central Asia (CAREC), based in Almaty, Kazakhstan, is seeking a Gender Expert under the project “Climate-Resilient Water Resources Management in Central Asia (CR WRM CA)”, which aims to strengthen the capacity of basin organizations in Central Asian countries on Integrated Water Resources Management (IWRM).

One of the project components is conducting gender analysis in the water sector in each Central Asian country (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan) and developing comprehensive recommendations for integrating gender considerations into national training modules.

In this regard, CAREC is announcing an open call to recruit 4 national experts to carry out gender analysis in the water management sector in each of the Central Asian countries.

Tasks of the National Expert:

  1. Support project staff in integrating a gender approach into project planning, monitoring, and evaluation processes, including the development of qualitative and quantitative gender-sensitive indicators to track results and assess project effectiveness.

  2. Conduct a country-level gender situation analysis in water resources education and water resources management at local, regional, and national levels. This includes literature review, statistical data analysis, and conducting interviews and consultations with project stakeholders and beneficiaries to identify potential gender gaps.

  3. Identify barriers and challenges faced by women in water resources management by analyzing existing practices in basin organizations from a gender perspective. Based on this analysis, develop recommendations and proposals to improve gender equality in the water sector, including measures to enhance women’s participation in decision-making and water resources management at the basin level.

  4. Develop and present a Gender Integration Plan for training programs for basin organizations, to be used for subsequent monitoring during their implementation.

Reporting and Task Timeline:

  1. Prepare and agree on the report structure.

  2. Submit an interim version of the gender review to the Project Manager for feedback and suggestions for improvement.

  3. Prepare and submit the final national report.

  4. Present the results of the gender analysis during capacity-building events in online/offline formats (upon project request).

  5. Facilitate gender-focused sessions within trainings in online/offline formats (upon project request).

Requirements:

Education:

  • Higher education, preferably a Master’s degree in sustainable development studies, sociology, anthropology, economics, or other related fields.

Minimum Qualifications and Experience:

  • At least 3 years of experience conducting gender and/or social research in agriculture and/or water resources management in regional or international NGOs, foreign, or governmental organizations.

  • Proficiency in qualitative and/or quantitative research methods and data analysis.

  • Fluent in Russian and the national language of the respective Central Asian country (spoken and written); knowledge of English is an advantage.

  • Excellent writing and reporting skills.

  • Ability to work with software packages (Microsoft Word, Excel, and PowerPoint).

  • Strong communication and presentation skills.

  • Strict adherence to deadlines.

Additional Information:

Remuneration: The amount will be determined based on the experience and skills of the selected candidate.

Language of Assignment: The gender analysis may be prepared in Russian and/or English.
