Tender for the modernisation of the RiverBP.net portal

The Regional Environmental Centre for Central Asia (CAREC) announces a tender for the selection of a company to modernise the RiverBP.net portal as part of the project ‘Climate-responsive and gender-sensitive basin management’ (hereinafter referred to as the Project).

The project is part of the regional programme "Climate-Sensitive Water Resources Management in Central Asia , which is being implemented by the German Society for International Cooperation (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the Swiss Agency for Development and Cooperation (SDC). 

Brief description

The Eurasian River Basin Portal (riverbp.net) is an online platform that brings together various knowledge products, analytical documents, scientific articles and online courses related to water resources management and capacity building of basin water management organisations in Central Asia. 

Purpose of the portal:

  • Dissemination of useful information and knowledge;
  • Providing universities and basin organisations with the opportunity to gain knowledge through courses and professional development;
  • Strengthening cooperation between universities and interaction between basin organisations;
  • Exchange of knowledge and experience between universities and basin organisations;
  • Networking through the Community of Practitioners and the forum.

Description of the main objective of the technical assignment

Creating a new website while retaining the old domain and transferring all information from the old site to the new one, as well as creating an online training directory with access to training courses, the opportunity to take tests and obtain certificates.

Main objectives and reasons for modernisation:

1)    Updating and improving the appearance of the website with expanded functionality. At present, the portal does not meet modern standards and looks unpresentable, as its design is very outdated. In order to attract more users, a more modern and concise design and expanded functionality are needed to keep it up to date. Technically, the platform needs to be transferred from Bitrix to any other content management system, etc., that meets modern requirements.

2)    Simplification of the process of obtaining information on the website. A simple and intuitive design will help users navigate the website more easily.

3)    Replacement or deletion of some sections. Since some sections of the site were not filled in initially or are not updated, they need to be renamed/merged with other sections or deleted. It is necessary to create a virtual online space for taking specialised courses with the possibility of assessing learning outcomes.

4)    Stability of the portal's functioning. The Bitrix PHP language in which the portal is written is limited, which leads to frequent technical failures, increasing the additional costs of fixing them. Experienced website developers need to be brought in to update the portal, with technical support functions subsequently transferred to the customer.

Main requirements for the contractor:

·       Legally correct company registration;

·       Experience working with platforms with a built-in online training system;

·       Ability to work with various programming languages and frameworks;

·       Ability to create modern and interactive designs;

·       High-quality and prompt completion of assigned tasks.
