Technical assignment for the national trainer on Integrated Water Resources Management for the purpose of improving the qualifications and professional training of water management organisations in the Kyrgyz Republic
Introduction
Established in 2001, the Regional Environmental Centre for Central Asia (CAREC) is an independent, non-political, non-profit international organisation with a mission to assist the governments of Central Asian countries in addressing environmental protection and sustainable development issues in Central Asia. By promoting dialogue and cooperation among all stakeholders involved in the environmental protection process, RECCA is now recognised as a leading regional centre of expertise in the field of environment and sustainable development.
The Regional Environmental Centre for Central Asia (CAREC) is implementing the project ‘Climate-Adaptive and Gender-Sensitive Basin Management’ (hereinafter referred to as the Project), which is part of the regional programme ‘Climate-Resilient Water Management in Central Asia’. The programme is implemented by the German Society for International Cooperation (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the Swiss Agency for Development and Cooperation (SDC). The aim of the project is to strengthen regional cooperation between countries in the region by providing information and theoretical support to national and regional river basin management organisations for the implementation of integrated water resources management (IWRM) principles.
From 2024 to 2026, the project plans to hold 24 gender-sensitive seminars at the national, transboundary and regional levels to build the capacity of basin organisations in Central Asian (CA) countries on integrated water resources management (IWRM) issues, taking into account climate risks. In 2025, the project plans to hold eight training sessions at the national level, two for each country: Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.

The work of a trainer
Under the direct supervision of the RP, the trainer-consultant will conduct two national training seminars covering, but not limited to, issues related to national water legislation, integrated water resources management (IWRM), and approaches to basin planning that take into account climate risks for water management organisations in the Kyrgyz Republic. The training sessions are scheduled for 12 and 13 March 2025. All events will take place in Bishkek, Kyrgyzstan, in an offline format. The consultant will be responsible for the following tasks:
Creation of video versions of the national seminar sessions for subsequent posting on the portal.
Preparation of a summary report on the results of the seminars (the structure of the report will be agreed with the project manager).
Measurable results of the trainer's work
The expected final results from the Consultant include:
a) Training materials for two national seminars, published on the portal, consisting of presentations and synopses for each presentation, as well as video lectures recorded during the events.
b) Conducting two national seminars in Bishkek.
d) Brief reports on the national seminars held, reflecting key points, evaluation of results and recommendations.

The final work schedule for the Consultant will be determined at the beginning of the assignment with the approval of RECCA. The work schedule will set clear deadlines for the completion of each expected result.
Indicators for evaluating the results of the work
The quality of the work performed in accordance with the above list, as well as compliance with the agreed deadlines.
Contract payments
The contract price includes personal income tax (PIT), which will be deducted from the payment for the services rendered. Payment to the consultant will be made by bank transfer in US dollars to the specified bank account, depending on qualifications, and will be divided into two parts:
● First instalment: 30% of the amount of consulting services, payable after submission and approval by RECCA of the concept and programme of seminars.
● Second instalment: 70% of the amount of consulting services, payable after submission and approval by RECCA of the final report on training and other agreed materials.
Services shall be paid for within 30 days after signing the certificate of completion. The RECCA shall not reimburse the consultant's transportation (travel, taxi, daily allowance) and accommodation expenses at the venue of the events.
Accountability
The Consultant will work under the direct supervision of the RP. As the work progresses, the Consultant will share the expected results with the RECCA for approval. The RECCA will organise the training and mobilise participants.
Place of work
It is expected that the Consultant will be based in Bishkek and will carry out the assignment at the venue of the events (Bishkek).
Requirements
The consultant must:
• Hold a degree in water resources management or related fields and have at least five years of experience in education management.
• Be a citizen of the Kyrgyz Republic.
• Have experience in conducting capacity building courses for water sector employees (at least at the national level).
• Have professional knowledge of the issues specified in the Terms of Reference.
• Have strong analytical, presentation and writing skills in Russian (mandatory).
• Be proficient in Russian and Kyrgyz at a professional level.
