Central Asian Countries Agree on Projected Water Inflows into the Shardara Reservoir for the Non-Growing Season

The 95th Meeting of the Interstate Commission for Water Coordination of Central Asia (ICWC) was held in Turkmenbashi, Turkmenistan.

The meeting was attended by Nurzhan Nurzhigitov, Minister of Water Resources and Irrigation of the Republic of Kazakhstan; Daler Abdukhalok, Head of the Main Department of Water and Energy Policy at the Ministry of Energy and Water Resources of the Republic of Tajikistan; Durdy Gendjiyev, Chairman of the State Committee for Water Management of Turkmenistan; and Shavkat Khamrayev, Minister of Water Resources of the Republic of Uzbekistan.

The parties reviewed the outcomes of the 2026 growing season in the Syr Darya and Amu Darya river basins and approved water withdrawal limits and projected reservoir operating regimes for the 2026–2027 non-growing season.

It was noted that the growing season in the Syr Darya River Basin proceeded steadily. Approximately 3.69 billion m³ of water flowed into the Shardara Reservoir in Kazakhstan's Turkestan Region, exceeding the projected volume by 840 million m³. Water inflows into the reservoir during the upcoming non-growing season are expected to reach approximately 10 billion m³.

The participants also paid particular attention to improving water accounting and monitoring systems. The parties agreed to convene a working group meeting to develop a draft plan for introducing an automated water accounting system in the Syr Darya River Basin.

In addition, the participants reviewed progress in implementing the tasks arising from the summits of the Heads of State of the founding countries of the International Fund for Saving the Aral Sea (IFAS).

The ICWC meeting was followed by a high-level meeting of Central Asian countries on the rational use of water resources in the Amu Darya and Syr Darya rivers. In addition to representatives of Kazakhstan, Tajikistan, Turkmenistan, and Uzbekistan, the meeting was attended by Azizbek Madmarov, Ambassador Extraordinary and Plenipotentiary of the Kyrgyz Republic to Turkmenistan.

During the meeting, the parties exchanged views on key issues related to the rational and sustainable use of water resources in the Amu Darya and Syr Darya rivers and discussed major challenges facing the region's water sector. Particular emphasis was placed on strengthening regional cooperation, improving mechanisms for the joint management of transboundary water resources, and ensuring that the interests of all Central Asian countries are taken into account.

Following the meeting, the parties reaffirmed their commitment to continuing constructive dialogue and joint efforts to promote the sustainable and rational use of water resources.

“Cooperation among the water management authorities of Central Asian countries ensured the smooth and stable completion of the recent growing season. Today, we have laid the foundation for further effective cooperation. Together with our partners, we are committed to ensuring the equitable allocation of transboundary water resources while taking into account the interests of all parties,” said Nurzhan Nurzhigitov, Minister of Water Resources and Irrigation of the Republic of Kazakhstan.

The next, 96th Meeting of the Interstate Commission for Water Coordination of Central Asia (ICWC) is scheduled to take place in the Republic of Uzbekistan in the first quarter of 2027.
